Description of the problem being solved:
The craft menu was baking ranges into the crafted modifiers. This resulted in some problems with catalysts and meant the mods didn't get magnitude mods applied to them
I think the modcache here changes a lot due to the default range being different in item parsing. It's probably not a problem
